The prevailing theory on why he was never produced is simple "cost" he was planned to be the "pinnacle" of the 1992 assortment, which likely means he would have been huge. In Primax 092.0 Beta, Hyperdrive was the head of the Elite Guard Academy before the Great War, teaching hundreds of Autobots who would become some of their greatest warriors, including Grimlock, Ultra Magnus, and even Optimus Prime.
